Interactive questionnaire: Information and consultation with employees - the 2004 rules

Businesses with 50 or more employees must enter negotiations for an information and consultation agreement, under which you must inform, and consult with, your workforce about major plans and changes affecting the business, if sufficient of your employees request that you do. If you do not (or you fail to reach agreement) a statutory or 'default' process is automatically imposed.

The key point is that there can be advantages to initiating negotiations yourself, without waiting to be asked by your employees.
