15. We've got people who want to retire at 55. Do we have to stop them?

No: that's their choice: the legislation makes no difference to that, one way or the other. If they can afford to retire at 55, or plan to do something else instead, there is nothing you can do to stop them. What the legislation does do is prevent you from 'retiring' them at any age short of 65, unless you can come up with 'objective justification' (see question 27, below).
